NA debates issue of election of candidates for judges nominated for vacant position of judge of Civil Chamber of Court of Cassation

The Supreme Judicial Council has nominated the candidacies of Vahagn Torosyan, Lilit Khachatryan and Ani Mkhitaryan for the vacant position of the judge of the Civil Chamber of the Court of Cassation.

The Acting Chairman of the Supreme Judicial Council Vigen Kocharyan presented the candidates’ biographical data and work experience.

The candidate for the judge of the Civil Chamber of the Court of Cassation Vahagn Torosyan is a candidate of law, is currently a judge of the General Jurisdiction Court of the First Instance of Shirak region.

In his speech, the candidate highlighted the fact that the political power of our country has been following the path of radical reforms of the legal system in the last five years.

He highly valued the role and importance of the Civil Chamber of the Court of Cassation in the administration of justice. According to Vahagn Torosyan, the Civil Chamber should make the increase of efficiency of justice a requirement.

The candidate also emphasized the implementation of the principle of legality in the legal system and the trial process.

Vahagn Torosyan underlined the necessity to increase the legal awareness of the society. In order to relieve the burden on the courts, he proposed to introduce an electronic notification system. Coverage of the work of the courts has become more important.

The next candidate for the judge of the Civil Chamber of the Court of Cassation Lilit Khachatryan graduated from YSU Faculty of Law, has 30 years of work experience in legal sphere. She is also a judge of the General Jurisdiction Court of the First Instance of Shirak region.

Speaking about the reforms of the judicial system, the candidate attached importance to the unloading of the courts, for which, according to her, effective steps are needed. It was proposed to increase the number of judges, as well as to resolve a number of disputes extra judicially.

The candidate emphasized the cooperation of the legislative, executive bodies and judicial power in improving the judicial system. She underscored the necessity to have predictable justice. According to her, the rule of law should be the basis of making judicial acts.

If elected, Lilit Khachatryan expressed willingness to invest her many years of experience and knowledge in the development of the legal system.

The candidate for the judge of the Civil Chamber of the Court of Cassation Ani Mkhitaryan graduated from YSU Faculty of Law, has 21 years of experience as a lawyer and 17 years as a judge.

She emphasized the role and importance of the Court of Cassation in the reform of the judicial system, increasing the efficiency of the state bodies. In the development of the judicial system, the same application of laws was highlighted, which according to her is of vital importance. The necessity of rule of law was also underlined. Touching upon the issue of unloading the courts, she attached importance to the introduction of electronic justice in the system.

The candidate also mentioned that the activity of the Court of Cassation should be targeted and efficient. Lilit Khachatryan assured that if elected, she will invest her experience and knowledge in serving the judicial power.

The issue was debated at the regular sitting of the National Assembly on May 25.
